How is the figure of Emmanuel Goldstein used as a tool of power and control?

Emmanuel Goldstein is the conceptual leader and figurehead of the Brotherhood, which is an enigmatic organization of political dissidents that opposes Big Brother. Emmanuel Goldstein represents the evil forces and enemies of the state. While Orwell never elaborates on whether Emmanuel Goldstein actually exists, his image is used to create a sense of hysteria and anger among the Party members. During the Two Minutes Hate, an image of Emmanuel Goldstein's face is projected on the telescreen as Party members vent their anger towards Big Brother's most hated adversary.
The Party also uses Emmanuel Goldstein as a scapegoat when they randomly arrest citizens and publicly execute assumed political dissidents. Unorthodox citizens are accused of colluding with Goldstein or being members of the ambiguous Brotherhood, which justifies the Party's actions. Overall, the Party uses Emmanuel Goldstein as a scapegoat to warrant their oppressive tactics and also uses his image to create a hysterical atmosphere that allows Party members to vent their emotions.
