In the story, Lester and Furlough are members of Despereaux Tilling's family. Lester is Despereaux's father, while Furlough is Despereaux's brother.
Furlough and Lester are similar in terms of their lack of character and their rigid conformity to the traditions of their society. Both are also responsible for betraying Despereaux after he is found consorting with humans. Accordingly, it is Furlough who discovers Despereaux sitting at the king's feet. Furlough is also appalled that Despereaux willingly lets Princess Pea touch his head.
Furlough loses no time in telling Lester about Despereaux's unorthodox conduct. Lester then calls the Mouse Council into session. When the Mouse Council votes to send Despereaux to the dungeon, Lester does nothing. He voices no objection but merely cries. Meanwhile, Furlough and another mouse take Despereaux to the top of the stairs that lead down to the dungeon. There, Furlough and his companion push Despereaux down the stairs to his doom.
So, Furlough and Lester are similar in their lack of character and their rigid conformity to the laws of their society.
