How does a nuisance citation lead to eviction?

A nuisance citation occurs when someone is disturbing the peace and violates your personal rights. It is an abundant on the types of nuisance complaints that can be issued. From noise complaints with parties, children, and neighbors to construction being done nearby. Most commonly it could be a tenant is disturbing other residents. If it is a common problem that is when then you may have to get higher authority involved and issue a citation. After a citation is issued it's just a warning for the next course of action that has to take place.
Eviction could be next course of action, typically a landlord will not forfeit their land or income because of a common nuisance disturbance. As a result of the disturbance the landlord may face some consequences, as such residents who want to vacate the premises. This can also lead to a loss of income for the landlord. Having several nuisance complaints that are constant where the authority has to be called can jepordize your business and lead to a bad reputation. Citations can utimately get issued to the landlord if they're not taking any action to resolve the issue.

The relevant nuisance property ordinance allows the police to penalize landlords for their tenants' behavior. This costs landlords money, and reduces the profitability of their rental properties. So the system inadvertently incentivizes landlords to evict their tenants if they receive a nuisance citation. The ordinance has a far more damaging impact on African Americans: in black neighborhoods like those on the North Side of Milwaukee, one in sixteen eligible properties receive a nuisance citation; in white neighborhoods it's one in forty-one.
Even if landlords don't actually evict their tenants after a nuisance citation, they can still threaten to evict them if there's any more trouble. The problem is that the vast majority of nuisance citations relate to domestic violence, so victims in such cases are often confronted with a stark, unpleasant choice: either call the police and end up being evicted or keep quiet and run the risk of more abuse.
