I believe that this question is asking about a small part of chapter 9. I also think that the "balcony" in the question is meant to say "hallway." The word "balcony" doesn't appear in the text of The Westing Game. Chapter 9 begins by telling readers that Sydelle tacked a note to the elevator's back wall. The note is asking for the return of her lost papers. She doesn't get them returned; however, the tenants think the idea of an elevator bulletin board is a great idea. The elevator quickly becomes filled with notes from various characters.
One of the notes announces that six clues have been "found in the third floor hallway." The clues were written on Westing Toilet Tissue. The following words were printed on the squares:
BRAIDED KICKING TORTOISE ’SI A BRAT
We don't know who left the note, but the "clues" are definitely fake. The clues that each pair of tenants received are similarly cryptic with missing or rearranged letters, so the found clues on the third floor are obviously copying the same format. The six clues are meant to be an insult directed at Turtle Wexler. She has braided pigtails and is known for kicking people in the shins, and that is what the "braided kicking tortoise" is referring to.
