Travis is one of the Time Safari guides. This means that he leads a group of rich or adventurous people on trips that go back in time to do various things like hunt and kill dinosaurs. He's the guide that has to deal with Eckels. He's direct and to the point with every person that he interacts with, and he's not a person who is okay with jokes or a cavalier attitude when it comes to something as serious as going back in time. He is worried about the lives of his clients because it would be bad business for any of them to die, and so he also is very serious about following rules and regulations. It's why he's so adamant that none of the people leave the path. Travis is also a man who is used to giving orders and having them followed. This is evidenced by his conversation with Eckels about the dangers of killing anything other than what they are supposed to kill. Travis does explain it, but readers definitely get the sense that Travis isn't happy about having to explain it in the first place. He tells the group what he expects of them, and he expects them to do it. He doesn't want to be questioned about it.
"So they're dead," said Eckels. "So what?"
"So what?" answered Travis a little angrily.
