It's a little hard to tell from the formatting, but I assume this is a multiple choice quiz for which you'd like help with the answers.
1) The social context. Terrorism is always generated by some aspect of the terrorist's social environment, be it religious or otherwise.
2) The ambiguity of definition can lead to terrorists justifying their actions as "for America" or similar.
3) Silo effect. The term "working in silos" means to work separately without communicating.
4) Joint terrorism task forces.
5) This was a very controversial unit that was ultimately dropped. Essentially it was involved in spying on Muslims. So, the answer is arguable. It could be "stereotyping," or it could be "protection."
6) Not having been privy to the lecture, I can't answer this one for you. Any of these could be an appropriate tagline for counter-terrorism. On the London Underground, they use "See it, say it, sort it."
7) Willingness to help.
8) Lack of intelligence sharing—or rather, communication breakdown.
9) Lack of equipment—a lot of communications equipment was destroyed in the bombing. Also, determining who was in charge.
10) Failure of 911 system—numerous people inside the nightclub called 911, as did the shooter himself, but the attack was not prevented.
These are my suggested answers. However, this is a contentious topic, and you may want to think about my suggestions in the context of the lecture you attended, as you will know more about what your lecturer wants to hear than I do.
